Description The Boulder County Housing and Human Services Department (DHHS) is seeking a Finance and Operations Director. Under direction of the Director of DHHS, the Finance and Operations Director is responsible for the overall financial and administrative management of a large and complex Department with an annual operating budget of $50 million and capital assets worth $50 million. The department has a staff of approximately 350 staff members. The Finance and Operations Director plans, organizes, directs, and implements all aspects of DHHS’s financial activities including the preparation of complex budgets, accounting functions, fiscal management, financial reporting and internal auditing functions. The Director is responsible for ensuring strong programmatic and financial linkages in the Department. The Finance and Operations Director will represent Boulder County DHHS through participation in various state-level, inter-county and community organizations and committees. This position is the equivalent of a Deputy Director level position within the DHHS.
Duties will include:
• Seek collaborative solutions and influence statewide policy decisions. Analyze and advocate Boulder County DHHS positions regarding proposed legislation and contribute to statewide initiatives.
• Plan, organize and manage the functional activities related to finance, accounting, grants management, budgeting, management information/computer services, purchasing, contracts, centralized administrative services, records management, mail services, coordination of facility projects and liaison for building, safety and security matters.
• Plan, develop, coordinate, implement and evaluate fiscal management policies, goals, objectives, procedures and standards
• Plan, develop, implement, and evaluate the fiscal, administrative, and management policies, goals, objectives, procedures, and standards for DHHS
• Analyze, develop, and implement systems to assure maximum reimbursement for services; ensures DHHS divisions are efficiently maximizing revenues; recommend cost shift or accounting strategies to maximize reimbursement
• Assist management in the operation and monitoring of various housing and human service programs; maintain a chart of accounts; research and interpret Colorado Department of Human Services, Department of Health Care Policy, Department of Local Affairs; U.S. Department of Housing and Urban Development (HUD) and Health and Human Services; and other grantor requirements; oversee the installation and maintenance of financial software; and manage compliance with federal and state programs.
• Submit computerized year-end financial statements, including funding settlements; compile and prepare necessary documentation to complete and submit the annual budget and subsequent revisions for the agency’s various housing and human service programs including Core Services, Child Welfare, TANF/Colorado Works, Child Care, County Administrative, Housing Choice Voucher, State Affordable Housing and Federal Public Housing, in accordance with the established and prescribed rules and regulations of each program
• Conduct or supervise analytical projects for the Department, including prospective analysis of operational and programmatic alternatives and provide consultation to the Director and Division Managers
• Manage and directly participate in the development and submission of annual budgets, special expenditure requests and related documents or products. Completes and reviews cost benefit analyses, financing alternatives, expenditure plans and performance, fiscal projections, financial assumptions and revenue performance.
• Exercise overall responsibility for budget preparation, monitoring and control to ensure that programs are conducted within allocated funds; develop timely management reports which ensure that departmental managers are aware of budgets, expenditures and revenues and program fiscal performance; prepare periodic financial reports.
• Research legislation to ensure department’s fiscal compliance with laws, rules and regulations; analyzes and reports on potential fiscal impact of legislative proposals and recommends policy position for use in legislative lobbying.
• Assure that the Department’s fiscal program adheres to standards to meet State and Federal Audit requirements; prepares complex responses to disputed State and federal audit requirements and prepares materials for appeals as appropriate; provides coordination and follow-up to external auditors engaged by the County to perform fiscal and compliance audits; ensure appropriate and effective monitoring of sub-recipients and vendors of DHHS.
• Supervise the development and monitoring of labor distribution and other cost allocation and tracking systems to assure accurate results and comprehensive reporting.
• Prepare, review, edit or revise narrative, financial and statistical reports, grant applications, policy or position papers, presentations or other written material. Develop discussion/speaking points and present or advise on those issues. Create, review and/or approve analytical documents.
• Deliver presentations to the Board of County Commissioners, departmental groups, legislative committees, community organizations, inter-county organizations, state departments and other organizations on fiscal, operational, administrative and programmatic issues
• Oversee and participate in both short- and long-term specific projects pertaining to information management, fiscal issues, programmatic analyses and department level initiatives
• Perform related duties and responsibilities as required
Supervision Exercised:
• Supervise lead Accountants in Housing and Human Services, Budget Analyst, MIS Manager, centralized administrative staff; and other staff as assigned
Required Qualifications: Requires a Bachelor’s degree in Financial Management, Business Administration, Public Administration, Finance, Accounting Economics or a related field and six years of financial management/development and fiscal policy application experience to include three years of supervisory experience.
